What was that ellen saw 17 years ago in down there? I completed game but didn't udterstand that part T_T.

Scarecrow. Scarecrow was the creature she saw down there, and thought was a faery.
Technically speaking, she's semi-correct. ^^

Nope. It wasn't Scarecrow that Ellen saw under the Henge 17 years ago- it was Livane.
When Ellen went there to pray to the faeries, on the last day she saw Livane and Livane was the one who told her to slit her wrists in order to save Herve.

Also Ellen mother was also Don of cloak?

Basically Livane told Ellen to give her life in exchange for Herve's. But, Herve and Dr. Lester found Ellen and Herve gave his blood to Ellen (who had slit her wrists). If they hadn't found her then Herve would have lived.
And I'm pretty sure Ellen's mom can wear the cloak. It was said in a conversation with Mrs. Lester that Ellen's mom is a fortune teller, giving the impression that her mom also has a connection to the supernatural.
If you're really that confused by what happened in the game it's best to replay it so you can catch hints that you couldn't notice as well on your first playt hrough.

In the beginning I was somewhat confused, but I think I understand now. I do not think that if Cecilia had died she would have saved Herve. I think that Livane told Cecilia to slit her wrist because she was somewhat sure that Herve would give his life for her. In other words, Cecilia saved Herve from a life of pain and suffering. Herve illness was incurable and he was suffering a lot, when Herve met Cecilia, she eased the pain somewhat but he still was in a lot of pain.
Cecilia could not have saved Herve life because the legend stated that a fairy would come; the fairy never showed up because they did not existed, they were only a human creation of the thoughts of death (in this case heaven). The only one that showed was Livane (she was once a human) and she was no fairy. So, Cecilia did save Herve, but not the way she intended; again, she saved Herve of a life of pain and suffering (things was going to get a lot worst for Herve). Herve died happy and in peace with all those he came in contact with.

Livane is not human and never was. She is the race that was on the earth before humans. Her people taught the human race about the Netherworld and Messengers. After witnessing how humans continued to wage war with no fear of death, Livane chose to sever the link between the living and the Twin Trees so that mankind would value life.
I do think that Livane knew that Cecilia's love for Herve would create a Halflive. She knew that if the girl injured herself that Herve would come to her rescue. By selflessly sacrificing himself, he gained a new sort of existence, and his memory was able to live on through Keats. Although Keats is not Herve, he represents what he may have become, and he still watches out for Ellen throughout the story by becoming her Guardian.
I think that all Guardians gave sacrificed their mortal lives for the Messengers they protect. Belgae gave his life for Livane, and now he is her Halflive Guardian. I think this is true of all Messengers/Guardians.
